New board appointments
On 1 July 2012, the Scheme welcomed its new Chairman, David Watson, as he took over from Robert Biggs who steps down after two and a half years in the position.
Robert has been a Scheme Monitor since 2002, becoming a Director in 2006, Vice Chairman in 2009 and then Chairman from January 2010. Director and Principal Consultant of Robert Biggs Associates Ltd, his former career has included senior positions with the Greater London Council and with the London Borough of Hackney, for whom he was Head of Engineering and later Director of Environmental Services.
Since Robert became Chairman of the Scheme, he’s helped celebrate quite a few milestones in the Scheme’s history, including:
Summing up the last two and a half years, Robert said:
“In my time as Chairman I have been fortunate to have been involved in a number of initiatives which I’m confident will continue to grow and develop year on year. Company Registration with the Scheme has been a huge success, and as a Monitor, I can already see the improvements that contractors are making as a result of embracing the Scheme’s values. The first National Company Awards ceremony last year was a great success and I can see it one day rivalling the National Site Awards in terms of attendance.
“The new Code and Checklist is in great shape and nearly ready to be launched at the beginning of next year. A lot of hard work has gone into making the new Code a challenge for our registered sites and companies, whilst still ensuring there is plenty of scope for good practice initiatives to be recognised.
“I want to welcome David Watson into the role and I know he will continue the success that the Scheme has had over the last 15 years.”
Though Robert is standing down as Chairman, he remains a Scheme Monitor and will continue visiting registered sites and companies.
David Watson joined the Scheme back in 2005, becoming a Director in 2008 and Vice Chairman in 2011. Running his own consultancy, specialising in training, assessment and facilitation for the industry for the last 12 years, his former career has included working as a Construction Director for a regional company.
Looking forward to his new role as Chairman, David Watson said:
“Robert Biggs and his predecessors have carried out a superb job over the last 15 years in developing the Scheme into an internationally recognised force within the construction industry. We now all face challenging times, however, I have every confidence that we can overcome these challenges, moving forward with new initiatives and maintaining the high standards previously set by the Scheme.”
Nigel Marks has also stepped down from his position as Scheme Director, but as with Robert Biggs, will remain a Monitor with the Scheme.
To replace Robert and Nigel, the Scheme needed to appoint two new directors, and Mike Petter has accepted one of these positions. Mike has been a Monitor with the Scheme since 2008 and, for the last few years, has been working with the MRG (Monitor Review Group) in recruiting and training new Monitors, and assessing the existing Monitors as part of the MRGs review programme. Mike began his career at Geoffrey Osborne Ltd, working on a variety of construction projects before becoming Contracts Manager for the company. Prior to joining the Scheme, Mike was Managing Director for Five Dimensional Management Ltd, a well-established consultancy firm specialising in construction.
The second director position has been accepted by Shelagh McNerney. After training at the Bartlett School of Architecture and Planning, UCL, Shelagh’s first job was at Cheshire County Council in the town planning department. After a number of roles working as the client in the public sector for many construction and development schemes, including working for Manchester City Council for seven years in regeneration and development, Shelagh has most recently been a consultant on behalf of the North West Construction Hub before accepting her current position as the Director of Capital Programmes & Regeneration at Oldham College.

Robert has been instrumental in many of the Scheme’s initiatives over the last two and a half years and has worked tirelessly to promote our mission to the industry. Thank you also to Nigel Marks for his contribution as Director.
“The Scheme welcomes David Watson into his new role as Chairman, as well as new Directors Mike Petter and Shelagh McNerney. They each bring a wealth of experience to the Scheme’s management team and we are delighted to have them on board.”
