Scheme Ambassadors

Scheme Ambassadors encourage and promote the use and understanding of the Scheme, its Code of Considerate Practice and associated ideals to help establish new and productive relationships.

They have an in-depth understanding and awareness of current industry affairs, and have an involvement with the Considerate Constructors Scheme either directly, or otherwise.

Scheme Ambassadors act as senior representatives and will carry out meetings, presentations and other higher level activities on behalf of the Scheme.

Current Scheme Ambassadors:

Robert Biggs
Scheme Monitor Ambassador

Robert has been a Scheme Monitor since 2002, becoming a Director in 2006, Vice Chairman in 2009 and then Chairman from 2010 until 2012. Director and Principal Consultant of Robert Biggs Associates Ltd, his former career has included senior positions with the Greater London Council and with the London Borough of Hackney, for whom he was Head of Engineering and later Director of Environmental Services.

David Cowperthwaite
Scheme Monitor Ambassador

David has over 35 years Construction Industry experience and joined the Scheme in 2005. He is an active member of the Review Group as Team Leader dealing with complaints and Monitor reviews, plus assists the Innovations Team, recruitment and training.

As a Scheme Monitor, David has monitored nearly 3000 registered sites, companies and suppliers. He was made Scheme Ambassador in 2015 and is involved with the Best Practice Hub including e-learning and the recent development of Ultra Site and CLOCS monitoring.

John Evans
Scheme Monitor Ambassador

John is a professional Registered Architect & joined the Scheme in October 2009, covering the West Sussex area for both Site and Company Registrations.

He has had a varied career in the construction industry working in private practice & for several years with a major international bank where he was involved in supplier management with responsibility for many major construction projects in the UK & overseas. From 2013 until 2016 he was a Scheme Director with particular responsibility for Client Partners and he currently, along with site monitoring, has continued with support in this area.

Angus Kennedy
Scheme Monitor Ambassador

Angus has been monitoring with the Scheme since 2011 and was a Director between 2014 – 2016. He has over 40 years’ experience in construction, starting his career as a site engineer and site manager with national UK contractors. In the late 1980s he moved into client-based project management and procured and delivered a wide range of major projects, mainly in Scotland, for public and private sector clients.

Angus is a Chartered Builder and a former Chairman of the Scottish branch of CIOB, he is presently a Trustee and Director of Glasgow City Heritage Trust.

Peter Kingdon
Scheme Monitor Ambassador

Peter is a Chartered Builder and has been involved in the construction industry for the whole of his working life.

He started his career as a management trainee before moving to the family business in North Devon, where he became Managing Director in 1978. He has been an active participant in a number of industry related bodies including NFB, CIOB and safety and training groups. Peter became a Scheme Monitor in 1998 and served as Chairman from 2005 to 2007.

Michael Levey
Scheme Industry Ambassador

Mike joined the construction industry in 1984 as a carpenter working his way through the management disciplines before joining The Grosvenor Estate as a Project Manager. Mike’s core responsibility was environmental refurbishment and as such, was responsible for the first five Passivhaus Enerphit accredited refurbishments in the UK. He also developed an environmental hybrid construction process allowing conservation building refurbishments to reduce their utility costs and dependency by 85% while improving air quality by 80%.

Mike is a Fellow of the Chartered Institute of Building, a Chartered Health & Safety practitioner and a Chartered Environmentalist. He continues to lecture around the world on environmental refurbishment within conservation and listed buildings.

Rupert Perkins
Scheme Industry Ambassador

Rupert Perkins is the Contracts Director of John Perkins Construction, an award-winning construction SME based in Bristol. He excels at building teams and guiding them to success on high-profile projects for leading clients like UWE Bristol, the University of Bristol, North Somerset Council, and YMCA.

Rupert also enjoys contributing to debate and decision-making in the construction industry, particularly in championing the importance of SMEs. He does this through his work as an Ambassador for the Considerate Constructors Scheme; an Investment Funding Committee Member for CITB; and a Non-Executive Director for the Building Safety Group.

Paul Robson
Scheme Monitor Ambassador

Paul has been a Scheme Monitor since 2009 and served as a Scheme Director between 2013 and 2016. Based in the North East of England and from a civil engineering background, Paul has been involved with every aspect of the Homebuilding industry including site engineering, design management and overall company management.

Paul has over 40 yrs experience in the industry including 18 yrs in various Directorship roles including Technical Director for Barratt Newcastle Ltd and Managing Director of Bowey Homes Ltd.

John Sayers
Scheme Monitor Ambassador

John joined the Scheme in 2007 and served as a Scheme Director in 2011 through to 2014. Most of his career was with R R Richardson plc as Managing Director/Shareholder. He is based in Beckenham, Kent and has over 40 year’s main contracting experience in the construction industry.

As a Scheme Monitor, John covers Kent and Central/East London areas and has monitored over 3000 registered sites, companies and suppliers.

He is also a member of the Judging Panel for the CIOB’s ‘Construction Manager of the Year’ Awards, a school governor and a Liveryman of the Worshipful Company of Constructors.

Gren Tipper
Scheme Industry Ambassador

Gren is a Chartered Builder with an exceptional record of achievement in construction, both hands on with large building and civil engineering projects and at a strategic level in developing integrated partnering relationships, predominantly in operational airport environments. Gren began his career as a carpenter and joiner and held a number of roles at BAA plc, culminating in being appointed head of pavement and infrastructure comprising over 200 multi-skilled members.

Malcolm Viccars
Scheme Monitor Ambassador

Malcolm has been a Scheme Monitor since 2006, covering London and the South East regions. As an experienced Presenter for the Scheme, he is particularly known for delivering Seminars, Workshops and College/University presentations.

David Watson
Scheme Monitor Ambassador

David joined the Scheme as a Monitor in 2005, becoming a Director in 2008 and Chairman between 2012 and 2014. Running his own consultancy specialising in training, assessment and facilitation for the industry for the last 15 years, his former career has included working as a Construction Director for a regional company.
